How Many Philhealth Premiums Should I Pay to Qualify for Coverage?

Updated February 2020

How many monthly Philhealth premiums should I pay to avail of Philhealth benefits?

For INDIVIDUAL PAYORS, payment for 9 months within the 12 month-period PRIOR to confinement.

It’s payment of contributions for at least 9 months within the 12-month period PRIOR to confinement. Include the month of confinement in counting 6 months.

Effective October 1, 2018, 9-within-12-months ang eligibility rule for Individual Payors (Self-Employed or Self-Earning and Professionals).

Para ma-qualify, dapat nabayaran mo ang Philhealth premiums mo para sa 9 months within 12 months prior to your first day of confinement.

Ang gawin nio lang is to pay your unpaid monthly contributions plus total interest.

FOR EMPLOYED MEMBERS:

Payment of 9 monthly premiums within 12 months prior to hospitalization or treatment is required. Nine-within-12-months. Effective ito noon pang October 2018. Kasama sa 12-month-counting ang month of confinement.

FOR OFWs:

Dates of hospitalization should be within the validity dates written on the receipt of Philhealth premium payment.

FOR SPONSORED MEMBERS:

Dates of hospitalization should be within the validity dates written on the Philhealth card.

FOR LIFETIME MEMBERS:

Show your Philhealth Lifetime ID card.

Can you pay for past quarters?

Noon, hindi puede. Starting December 2019, puede na. Meron nang Immediate Eligibility policy ang Philhealth.

What are the deadlines for payments?

For Individual Payors:

For monthly payment, the deadline is the last day of the month.

For quarterly payment, the deadline is the last day of the quarter.

1st Quarter:   Deadline is March 31

2nd Quarter:  Deadline is  June 30

3rd Quarter:   Deadline is September 30

4th Quarter:   Deadline is December 31

For OFWs:

Pay before departure.  Or before the expiration of your most recent receipt. You can pay your next year’s Philhealth payment abroad via IRemit, or ask your family or authorized representative to pay for you.

For Employed Members and Employers:

Employers with PENs ending in 0-4:  Every 11th-15th day of the
month following the applicable period
Employers with PENs ending 5-9:  Every 16th-20th day of the month following the applicable period

NOTE:

Pay as INDIVIDUAL PAYOR if:

.  you have resigned from your company

.  you have lost your employment

. you are a seaman and you’re taking a long vacation

. you are turning 21 years old

. you are taking a long leave from your job

. you can no longer be a dependent because your parent or your spouse is no longer an active Philhealth member

    • Hi isabel, did your sister’s agency pay 8 or 9 months within May 2012 to Jan 2013? If the agency paid only 8 months, pay April 2013, so you can accumulate 9 monthly payments within May 2012 to April 2013. Dapat merong 9 months paid sa loob ng May 2012 to April 2013. Ask for certification of premium payments from former employer, with amounts paid, dates paid and OR nos. Pay April 2013. Then get MDR from Philhealth. Get claim form 1 from Philhealth for your sister to fill up. She should bring her IDs also to the hospital.

  2. Covered parin po ba if ang last hulog is Jan 2013, resigned due to pregnancy and will be giving birth this May? 1st time po gagamitin philhealth. Last work was from August 2012 to Jan 2013. Been a member since 2004/2005. Thank you.

    • Hi macar, you’re now voluntary, so you need to have paid 9 months of the past 12 months. Aug to Jan is 6 months. If you pay April, that’s an additinal 1 month, and a total of 7 months; kulang ng 2 months, so sorry, you won’t be eligible. Pero ask others pa rin.

    • Hi Gay, yes, you’re eligible as a dependent of your husband. Is he employed? He just needs to pay at least 3 of the 6 months BEFORE Nov 2013. If he’s individually paying, he needs to pay at least 9 of the 12 months BEFORE Nov 2013. If he’s OFW, Nov 2013 should be within the validity dates of his Philhealth premium receipt.

  6. paano ko po ba maverify if tama yung na refund ko from hospitalization of my baby kc 200k po ung hospital bill including ung doctors and medicine sa hospital. pero ang pinadala lng po sa amin na refund is almost 1/4 lang ng 200k. Thank you.

    Reply
    • Hi Marco, have you received the benefit payment notice (BPN) from Philhealth? Is the amount of your refund the same as the amount paid by Philhealth to the hospital? If yes, then your refund is the correct amount. If there’s a discrepancy, ask for a refund of the deficiency from the hospital. I’m guessing that your baby’s case is covered under the old fee-for-service scheme because there’s no 48k or 49k coverage under the Case Rate scheme. Here’s the Table for Philhealth coverages for hospitalization at a tertiary hospital.

      Reply
      • actually we did not use the philhealth for the hospitalization of my baby because we already use the philhealth of my wife for her caesarian. and we just known that i can use my philhealth to refund directly to the philhealth after we discharge from the hospital. And i did not receive any BPN. thanks.

  11. Hi Good day!

Just want to clarify, my daughter was confined due to a pneumonia for 3 days. Upon discharge we were told that the illness was not covered by Philhealth. Fortunately my HMO covered the bills and my wife shelled out just around 1k to the hospital. But I’m at risk of being charged by my HMO since no Philhealth intervention. My monthly Philhealth contribution is P875.00 which I think is justified since I have 4 kids and a wife. I did made a research and Low risk pneumonia is not covered only the moderate and high risk. My questions are:

    1. How will the patient know the severity of the illness especially pneumonia if the patient wont be hospitalized?
    2. Should the patient reach a certain level moderate to high risk to be hospitalized? Wouldn’t that be a not so good idea?
    3. The reason I had HMO for all my 4 kids and wife with Philhealth is to be ready for any untoward situations, somehow your rules are not aligned.

I have been paying religiously and since I’m employed for 15 years a certain amount of my pay is allocated to health benefits which I dont have any complains, but should we also be liable for the full extent of medical benefits?

Thanks you for your usual immediate response.

    • Hi Jun, you have valid points and you express your views well. I suggest you write these things to Philhealth: info@philhealth.gov.ph and actioncenter@philhealth.gov.ph and at their Facebook page. Indeed, Philhealth is limited in their benefits (zero benefits in consultations, dental, outpatient diagnostics, outpatient care except hemodialysis, radiotherapy, cataract operation, TB), and in mild cases of illnesses such as pneumonia, even if confined, and also in cases where the diagnosis is not definitive even if the symptoms are severe, and they don’t even inform people well about these limitations, triggering false expectations. http://www.healthphilippines.net/2013/04/philhealth-exclusions-medical-conditions/ Thanks for commenting, and we hope you can get your views heard/read by Philhealth

  13. Hi,

I am about to undergo a minor operation, I have an HMO but I was informed that I still need to file for PhilHealth (CF1). I have only recently started working (March this year), my question is, I applied (registered) for PhilHealth last February, that time, I wasn’t yet employed so they had to put me under the “Individually Paying – Self-employed”, first week of March, I began work and I am aware that they (new company) were deducting PhilHealth from my salary.
Now, my contract ended last June 21 and I have started on a new job on the 23rd of June, am I still classified under “Individually Paying” or am I already under “Employed”?
Furthermore, how can I verify this (do I need to go to a PhilHealth branch)? I’m really confused since if I’m still under the “Indivdually Paying” category, I would still have to wait at least two more months before I can avail of the benefits.

Lastly, instead of going to my former employer to get my certificate of contribution (my new employer told me that I can’t get it from them since I am only here for barely a month), can I instead proceed to the closest PhilHealth branch to request for the same certificate?

    Reply
    • Hi mari, yes, you can verify your contributions at a Philhealth branch. If you see that your previous firm paid for Mar Apr May, then you request for a Certificate of Premium Payment from them. You can then be covered as Employed, since in reality you’re Employed, although with another firm (but I think it should not be a hindrance). The rule for eligibility for Employed is payment for 3 of the 6 months BEFORE month of hospitalization, so you should be covered. But ask Philhealth too to be sure.

      • Thank you for your quick reply 🙂 I still have a few questions (I hope it’s okay).

My new company agreed to sign my CF1 (but they won’t give me my MDR since I haven’t made a contribution to PhilHealth under their company yet) and my old employer said that they will give me my Cert. of Contributions.

My problem is this. I have asked my new employer if they have updated my record with PhilHealth (MDR purpose). The HR personnel told me that since I’m a new employee (and haven’t yet made a contribution), it will take a month for my record (as an employee of the company) to be reflected in PhilHealth’s system (since contributions made in July will be remitted in August or something to that effect). Is this really true?

My worry is that what if in my MDR, I am still registered under my old employer and the signatory in my CF1 form is my new employer? I have read somewhere that this isn’t acceptable.

Can’t I do something to update my record with my new employer? And if yes, can it be done in a day? and what are the requirements needed?

Thank you very much and sorry for the long post.

        Reply
        • Hi Mari, I checked what’s in the CF1, and it should be your old employer signing the form — Look at the Employer’s portion of the form: The employer is certifying that they have collected and remitted at least 3 contributions while you’re employed with them — yong new employer mo hindi pa nakapag-remit ng kahit isa. I think you should ask your old employer if they can sign CF1, kasi sila naman yong naka-collect ng applicable contributions — Pero ask Philhealth para sure…

    • Hi KCLYN, kung 1 quarter lang ang gap (no more than 3 months without payment), magagamit mo pa rin ang Philhealth. For example, you need to use Philhealth for surgery or maternity, ang requirement is payment of 9 of the 12 months BEFORE month of delivery, so eligible kahit 3 months sa 12 months na yan ay hindi paid; basta paid yong 9 months doon sa 12 months BEFORE month of confinement. Ganunpaman, gawin mo yong sinasabi para mabayaran mo ang Apr to June kasi merong grace period na 1 month ang Employed to Voluntary.

        • Hi Michelle, yes, you can register or update your Philhealth with your ID and pay 600 pesos for 1 quarter. About Unified ID: it’s a valid ID that you can use for all legal transactions. It’s also needed when you get your retirement benefit from SSS or GSIS. If you’re an SSS member, you can get this from SSS. If government employee, get it from GSIS. It’s free if you’re getting it for the first time. For SSS, you should first have a Date of Coverage before you can apply for Unified ID, meaning your first contribution was remitted by your employer or by you as SSS-approved self-employed.

  35. Good day!

I was a private teacher and I resigned the time I learned I was pregnant that was June 2013. My expected date of delivery is on Dec.2013. When I checked my Philhealth payment history online I have learned that my October to December 2012 and May 2013 were not paid by me employer and so my July to October 2013 since I resigned last June this year. I will be listing below the months they missed to pay my contribution.

    Year 2012
    October
    November
    December

    Year 2013
    May

    Year 2013 ( when I resigned)
    July
    August
    September
    October

    The following are my questions:
    1. Can I pay all those months they and I failed to pay?

    2. I will be transferring my account from employed to voluntary, I called our nearest Philhealth office and they gave me the PMRF to be submitted together with the certificate with the OR number and the date of my last payment made by the employer. I called my previous employer and asked for it but the office record can only provide the receipt no. of May 2013 payment. In my payment history delivered online by the Philhealth Team Action Center Inquiry, the summary states that may last payment is June 2013 and no payment was recorded on May 2013. Which is more reliable? Can I bring both the documents to Philhealth for references?

    3. How long is the grace period of transferring from employed to voluntary?

    4. What shall I do so that I can avail my Philhealth during my delivery?

I am really so confused and stressed about this… Please help me clear things in my mind.

Your reply would be a big help for me and will be highly appreciated.

    Thank you and God bless!

Pay Oct and Nov so you have 3 payments to show, including the June payment. Update your MDR at Philhealth with your ID and check “informal sector.” Your category change to informal sector will take effect immediately. Xerox your receipts. God bless too.

        • Hi Rochelle, yes, you can authorize your brother to register for you at Philhealth. Email your letter plus a scan of your ID and your OEC or any proof of your being an OFW and your brother will print it. Your brother also brings his ID. If Philhealth asks why you did not pay your Philhealth through your OEC, he can explain that you’ve been abroad for more than 1 year (if that’s the case). Your father can renew his Philhealth with his ID. He can pay asap for Jan to Mar (600 pesos) and be eligible in April.

About radiotherapy, yes, he can avail of this package. Yong linear accelerator RT (3k coverage) is exempted from the 90-day single-period-of-confinement rule, meaning puedeng magamit uli after the previous RT. Meron din type of RT na higher ang coverage pero covered ng 90-day rule. Hindi ko lang alam kung ano itong 100mci type of radiotherapy.

    • Hi Juliet, yong payments mo in 2012, hindi mo na magagamit for use in 2014. Mabibilang na lang ang 2012 payments for Free Lifetime membership when you turn 60. At age 60, if you have paid 120 contributions in total, free lifetime membership ka na.
Para maka-avail ka this year or next year, pay 6 months to 1 year or 2 years in advance. Kapag OFW, ang confinement ay dapat within the validity dates in the premium receipt para ma-cover. Halimbawa, if you pay for Feb 2014 to Dec 2014, covered ang confinement from Feb to Dec 2014.

The eligibility requirement for employees is payment of at least 3 months within the 6-month period BEFORE month of confinement. Sa example mo, basta merong 3 months na nabayaran doon sa 6 months (Oct 2013 to March 2014) immediately BEFORE April 2014.

Baka kasi hindi nio ipinakita yong premium receipts niya, at yong updated MDR niya.
Para eligible siya for next treatments, he needs to continue paying. Puede pang bayaran ang Jan to Mar, kasi current quarter pa lang, or bayaran na ang Jan to June.

    • Hi Brennie, your Bayad Center receipt is valid as proof of premium payment if confined. Hindi na kelangang ma-post muna sa Philhealth. For every member, 45 days ang no. of confinement days in a year. Another 45 days is shared by all the dependents of a member. Merong single period of confinement rule — meaning isang confinement lang ang ma-cover kapag the same illness within 90 days (except hemodialysis, chemo and cataract removal).

    • Hi sheila, you can still pay for July to Sep. So ask Philhealth if you can use it for your baby’s confinement, since payment for the months of March, July and Aug complies with the rule of paying 3 months within 6 months prior to confinement. I’m not sure though because your baby’s confinement date is prior to your payment date. But you can ask.

    • Hi jhoi ü, do you mean you’ll deliver in Dec? Register asap, this month, at Philhealth, with your ID and 600 pesos for July to Sep. Then next month, pay for Oct to Dec. Or you can pay 1,200 for July to Dec. CS is covered only if indicated by your ob-gyne.

    2. What’s going to happen if my contributions for the whole year are not complete? Will my benefits be affected if ever (knock on wood) i need to be hospitalized within the year? Thank you ! I’ve asked many people, couldn’t get an answer

If you’re OFW and you like to register as OFW member, scan also a proof of being OFW. Your sis in law can go to Philhealth with her own ID and your docs plus at least 600 pesos to pay for 1 quarter. She should know your personal info so she knows what to write on the form (Check FOR UPDATING). If OFW, they might require payment for 1 year in advance (2400 pesos). • Hi Erika, kung sure na sa September ka, puede pa yong 3 monthly payments, so pay ASAP for July August and September. Para sure, tanungin mo yong clinic o hospital kung saan ka manganganak.

    • Hi jennifer, merong Women about to give birth program na kung saan magbabayad ka ng for one year.

Nakabayad ka ba ng 3 months within Dec 2018 to March 2019? Para meron kang 9 months?

    • Hi Erlyn, hindi ka pa eligible kasi kulang ka pa sa 9 monthly contributions. I-update mo ang status mo to Individual Payor/Informal Sector sa nearest Philhealth then continue to pay (200 pesos pag individual). Pero kapag new member ka at never ka pang naging member before Oct 2018, puedeng sabihin mo sa hospital/clinic na new member ka.
